Edited to answer the question about cameras.
Edited the second time to describe that the issue does not appear on my Intel i9 based laptop.

I have 4 cameras total. 3 Basler and 1 Daheng. The tests were run with 1 Basler and 1 Daheng. I can replicate the issue with 2 Basler cameras. Performing the same test with my Intel i9 and 1 Basler and 1 Daheng cameras results in no perceptible delay in loading the cameras.

Is it an IDS camera? I remember there was a similar slow down with these cameras.
Could you show the beginning of the log when this slowdown happens?

When I try to launch Kinovea with a dual capture default workspace on my AMD Ryzen 9 6900HS based laptop, it takes over 30 seconds to start the cameras. I can get the cameras to start quicker (up to as fast as I humanly can) by toggling the capture off, then back on.

The cameras start almost instantaneously on the Intel i9 based laptop.
